I would have thought it was the opposite. Change is what exists but time is just an abstraction from change and keeping time is just noticing the relative rate of change. Time (Newtonian) itself as some absolute, fixed, independent feature of reality does not exist. What exists is space-time but space is not empty or static in fact space is a sea or quantum fluctuations and virtual particles.
