Obviously, viruses don't respect municipal boundaries, nor are they deterred by county lines or state lines, they run free with their hosts. A municipality, on its own does not have the power to prevent incoming traffic. Nor does a state have that capacity. So your point, which assumes that they do, is really pointless.
